Das Gesetz verbietet das illegale Grasen des Viehes (auf der Popinainsel ist wegen des intensives grasens die Pflanzenwelt beschädigt worden) (Green, 1990), Tourism auf kleine Skala, jagt und zufluss aus den Abtropfgewässer und die Ersätzung der Wälder mit Anbaufeldern (Grimmet und Jones, 1989). Intesives grasen nimmt Platz in der Biosphäre-Naturschutzgebiet an Letea, Histria und Murighiol (Anon., 1990c; Kiss, 1990). Es wird an 5500Rindköpfe geschäzt, wildvieh ist auch in das Donaudelta, vorhanden (IUCN-EEP, 1991).
Einige 20% des Donaudeltas liegt in die Ukrainischer SSR und um eine komplette Erhaltung zu ermöglichen muss auch diese Komponente einbezogen werden. Dort gibt es 14.851ha zapovednik Dunajskii Plavina, zwischen Chiliafluss (Nationalgrenze) und Schwarzes Meer, gelegen.

Das Donaustrom hat einen hohen Prozentsatz an Verschmutzung welcher aus den Länder durch welchen es fliesst wichtigen Einfluss auf das Delta.
MANNSCHAFT Die ganze Mannschaft besteht aus 470 Mitglieder; 100 davon ständig beschaeftigt.
Verwaltung beschäftigt 50 Arbeiter.
KAPITAL Ungefähr 100M lei, von welcher 65M lei den Biosphäre-Naturschutzgebiet vorgesehen; dienstleistungen 8,5M lei; Verwaltung 14M lei; monitoring Agentur 10M lei. Der hydrologhische Programm hat noch 300M für drei Jahre erhalten. Man behauptet dass die Kosten des management Programmes des Deltas sich auf kürze verdreifacht, aber auf langzeit diese Kosten werden aus Tourismus gewonnen (IUCN-EEP, 1990).
